MSIE launched a voucher program in August 2012 intended to reach the underserved communities and those with the highest unmet need, particularly the youth, by removing the financial burden to access sexual and reproductive health (RH) and family planning (FP) services.

 Through the introduction of the eVoucher program, MSIE broadened its reach to the underserved population of Ethiopia.  Distribution of vouchers made possible via mobile phones utilizing SMS technology.   The rapid growth in mobile phone ownership in Ethiopia (25%, DHS 2011) presents an opportunity to greatly increase the scalability of innovative health service delivery.
